Viene fatto riferimento alle linee guida del "Progetto Lingue 2000" ed individua il livello Starters (A1) come livello che riassume le competenze che gli studenti dovrebbero avere al termine della scuola elementare e al primo anno di scuola media. A livello di scuola elementare le abilità da conseguire sono principalmente quelle della comprensione e produzione orale.
